Uranus in Libra in the 1st House (House of Self)

Libra says how Uranus shows up; the 1st House says it happens in self-image, appearance, beginnings. Put the two together and you have the placement as it sits on a chart.

Agreeable and ungovernable are the same trait here

You are pleasant to deal with and you will not be arranged. Those two things are one fact rather than a contradiction: Uranus in Libra rewrote the terms of relating for those born across the same span, and the first house makes those rewritten terms your own manner.

So people meet someone who listens well, argues fairly and has already declined the standard deal without appearing to fight anybody. There is no confrontation to point at, which is why the discovery that you cannot be steered usually comes late. Courtesy is not the opposite of independence for you; it is how the independence is delivered.

You state the arrangement before anyone else does

In new situations you tend to say out loud what the arrangement actually is: what you are offering, what you are not, how long. Others find this either refreshing or presumptuous. It saves an enormous amount of the ordinary friction that comes from two people running different assumptions, and it means most of your dealings start honest rather than becoming honest later.

Fairness gives you room nobody thought to deny

Because you are visibly even-handed, you get granted latitude that a more forceful person would be refused. Nobody polices someone who is manifestly playing straight. That is a real advantage and it is worth using for something, since it tends otherwise to be spent on keeping small situations comfortable for everyone present.

The permission to be plainly one-sided about something

What you will not let yourself do is take a position that is unfair to somebody. Every stance gets balanced before it leaves your mouth, which makes you trustworthy and occasionally makes you unreadable. Backing one thing without the counterweight, in front of people, is the exercise here: partiality is a form of honesty you have mostly declined to use.

Relationships that run on terms you wrote

What accumulates is a set of arrangements — friendships, working relationships, partnerships — that none of them match a template and all of them function. That is a genuine body of design work, invisible because good terms produce no incidents. Choosing one of them and putting the terms in writing, even privately, shows you the pattern you have been building without a plan.

The whole life has been a negotiation you conducted

Almost nothing in your life runs on a standard arrangement, because you reopened each one and settled it your own way: with family, with employers, with the people you loved. The exceptions are the interesting part. Find the one arrangement you accepted by default, without ever putting your own terms to it, and reopen that one, because it is almost certainly the area giving you the most trouble.

Held tension from constant adjusting

Reading the room continuously has a physical price, and here it lands as a low background tension in the neck and lower back that you stop noticing because it never fully stops. Solitude is the specific remedy rather than rest, since the load comes from other people being present. Half a day with nobody to calibrate against does more than a full weekend of company.

The one who can hold two sides in the room

You are unusually good at situations where two parties need to keep working together and currently cannot: mediation, partnerships, client work, anything where the relationship is the deliverable. The trap is being used as the emollient rather than the negotiator. Take the role with the mandate attached, not the one where you are simply expected to keep the peace for free.

Close, and not enclosed

You want the relationship and you want the door unlocked, and any partner who reads the second as a lack of the first will be permanently unsettled. The requirement is not for less closeness but for uncoerced closeness. Building in something that is yours alone from the start, rather than negotiating it back later, is what makes the whole thing stable.

The peacemaker who would not take a side

In family disputes you were probably the one everybody talked to and nobody could recruit, which made you useful and left you carrying every version of the story. That is a heavy job that nobody assigned or thanked you for. Declining to carry a message, once, and letting the two people speak directly, breaks a pattern that has otherwise no reason to end.
