The 7th house asks who the other person actually is; Pisces does not hold a firm line between them and you. Saturn in Pisces here means the boundary in a close relationship has to be built deliberately, because it does not exist by default.
So closeness comes easily and separateness does not. Within a year of anything serious you are operating on shared preferences, shared opinions and a shared account of events, none of it decided and all of it slightly inaccurate about at least one of you.
They think you have no requirements
Partners conclude, on entirely reasonable evidence, that you do not mind much about anything, because you have never once presented a preference that would inconvenience somebody else. The requirements do exist.
