That is a decent engine and it has one flaw: it never reaches a point of sufficiency. Name the specific people and the specific provision, so that at some stage the answer can be yes, that is done.

Holding an organisation has a physical cost

The only reliable correction is genuine handover — somebody else actually covering, with authority to decide. Time away without that is time away in name only.
